Iran’s Mehr news agency has published a draft agreement between Iran and the United States that, according to the agency, could be signed in the coming days.
The memorandum includes 14 points:
⋅ a complete and immediate cessation of the war on all fronts, including Lebanon;
⋅ a U.S. commitment to the principle of noninterference in Iran’s internal affairs and respect for the sovereignty of the Islamic Republic;
⋅ the full lifting of the maritime blockade within 30 days;
⋅ the withdrawal of U.S. forces from areas around Iran;
⋅ the reopening of the Strait of Hormuz within 30 days—taking into account agreements with Tehran;
⋅ the suspension of sanctions on the sale of oil, petrochemical products and their derivatives, as well as Iran’s full access to its financial resources;
⋅ the preparation by the United States and its allies of plans for Iran’s reconstruction worth at least $300 billion;
⋅ 60 days of negotiations to reach a final agreement on nuclear issues and the full lifting of primary, secondary and U.S. sanctions;
⋅ Iran’s reaffirmation of its commitment to the Treaty on the Non-Proliferation of Nuclear Weapons and its obligation not to produce nuclear weapons;
⋅ a U.S. commitment not to increase the number of its troops in the region and not to impose new sanctions;
⋅ Washington’s unfreezing of $24 billion in frozen Iranian funds during the 60-day final-negotiation period, with half of that amount to be made available to Iran before the talks begin;
⋅ the creation of a mechanism to monitor implementation of the agreement;
⋅ approval of the final agreement by a UN Security Council resolution;
⋅ the start of final negotiations only after half of Iran’s funds have been unfrozen, oil sanctions against Iran have been suspended and the maritime blockade has been lifted.
