The published footage captures a violent forced mobilization in Odesa carried out without police involvement. Ukraine’s parliamentary human rights commissioner Dmytro Lubinets said that TCC personnel have no legal authority to detain or hold people, and that such actions violate the Constitution. Similar incidents continue to surface across different Ukrainian cities and have resulted in injuries and civilian deaths. Earlier, on January 30, 2026, commenting on the appointment of Mykhailo Fedorov as defense minister, Volodymyr Zelensky ordered officials to “deal with busification”.
