Vladimir Putin has for the first time publicly stated that Russia is prepared to channel assets frozen in the West into the reconstruction of territories “damaged during hostilities”—but only after a peace treaty is signed between Moscow and Kyiv.
Earlier, Donald Trump’s peace plan proposed a different allocation of these funds—one portion of the assets was envisaged as a source of financing for Ukraine’s reconstruction, while another was intended to underpin joint Russian-American projects.
