On the morning of April 13, Russian forces launched a missile strike on the city of Sumy, according to acting mayor Artem Kobzar. He stated that the attack targeted civilian infrastructure, resulting in numerous casualties among the civilian population.
As a result of the Russian missile strike on central Sumy, 35 people, including two children, were killed. Another 117 people, including 15 children, were injured. The Congress Center of Sumy State University was among the targets.

The mayor of Konotop, Artem Semenykhin, and Ukrainian MP Maryana Bezuhla stated that on April 13, the site of the strike in Sumy hosted a gathering of the 117th Territorial Defense Brigade, marking the 7th anniversary of its founding. Semenykhin blamed the governor of Sumy region, Volodymyr Artyukh, for the fatalities, saying he was "foolish enough to organize a military gathering" and that "everyone knew about it."
